I've tried switching out the coalesced file to the 30 fps one. I've tried changing information in the dxdiag and option. Mortal Kombat: Komplete Edition [in slow motion]. This is one of those games were I prefer 30 FPS over 60 FPS. This makes the game look more cinematic as well as match the game up with the videos and effects (ie explosions, fire etc) which are animated in 30 fps already and look weird inside of a 60 fps game.

- Ok I fixed my game but sorry it the 30 fps and 45 fps isn't working. Let me give a tip, Show your game how much it lags and then give the instructions and start the download. After you did everything, then show your game if it lags or not.
- Open your Games Mortal Kombat Complete Edition Config folder and rename the original 'coalesced.txt' file! Select then either the 30 fps OR the 45 fps version of 'coalesced.txt' and paste it there.

open the file GamerSettings. (It should open in notepad.)
Look for [SystemSettings] (there will be some commands under it like BorderlessWindow=False etc....)

then paste MaxSmoothedFrameRate=30.000000 with the list of other commands.

This trick should work for the full verison of ME3 and most unreal engine games, though I haven't tried it passed the ME3 demo and ME2.
